Constitution
1. NAME OF THE ORGANISATION:
The name of the organisation shall be Garngad Irish Heritage Group (also referred to as GIHG).
2. MISSION STATMENET (Aims & Objectives):
'The mission of GIHG is to maintain a sense of Irish identity, presence and pride; to remember our Irish history, preserve our Irish heritage and celebrate our Irish culture; to recognise and promote the contribution of and act as an advocate for the Irish community .
And to carry out this aim through the following objectives:
To work in partnership with other appropriate local, national and international groups, acting as an effective and visible advocate for the local Irish and other migrant communities to address, promote understanding of and raise awareness of the issues surrounding them
To work in partnership with other agencies to help create a harmonious and united community at local and national level that welcomes the Irish and other immigrant communities and which celebrates the diversities of these peoples
To provide factual and balanced information, through educational materials and events, which challenges myths, stereotypes and (racist and sectarian) attitudes and behaviours directed towards the Irish and other immigrant communities
To provide a forum for socialising and celebrating the cultures and traditions of the Irish and other immigrant communities (especially through the mediums of dance, music, language & literature) for all members of the community
To facilitate integration and settlement, promote equal access to education, employment and other initiatives and opportunities and encourage and empower people to play their full part in the local and national community
To recognise the achievements, contributions and sacrifices of the Irish immigrant community to the local and wider community and to celebrate the annual Feast Day of Saint Patrick, the patron saint of the Irish community in exile
Support or join other appropriate organisations throughout Scotland and beyond who seek to preserve and support Irish and other cultural heritages.
Support initiatives aimed at improving the material conditions of the Irish community in Scotland, principally, though not exclusively, in the Garngad and surrounding areas.
3. MEMBERS:
3.1: Membership:
Membership is open to any native or resident of the Garngad and immediate surrounding areas that support the Mission as stated above. Acceptance or refusal of any person into membership of Garngad Irish Heritage Group will be dependent on the discretion of the Management Committee (also referred to as GIHGMC) and Members.
Potential new members should either be invited by the Management Committee (having been presented by a Committee Member or Member) or be put forward/sponsored by an existing member to ensure appropriateness. Where there is dispute over the appropriateness of a potential new member, a vote should take place amongst all present. A simple majority accepting or declining the new member is required. A person may resign his or her membership of Garngad Irish Heritage Group at any given stage through communication to a Management Committee member.
Any person/member, deemed by the Management Committee or Members, to bring the Group into disrepute, either by attitudes or behaviour, may have their membership terminated after advice and consultation. The Management Committee and Members reserve the right to refuse or terminate membership of any person where it believes there are reasonable grounds for doing so; subject to the person in question being able to make representations to the Management Committee and Members before an overall final decision is made.
3.2: Subscriptions:
Member subscriptions will be collected at the monthly meeting of the Garngad Irish Heritage Group. Members should use their discretion as to how much subscription is paid monthly based on affordability. A general figure of £10 per month is used as a reference point where necessary/possible but should not be an obstacle to Membership or attendance.
3.3: Rights and Votes of Members:
All members have one vote that can only be used in person at meetings of the Garngad Irish Heritage Group. All members also have the right to speak at any given meeting as well as have the right to hold office as a Management Committee member or to nominate another member for such a position. All members should receive at least 7 days notice of a Garngad Irish Heritage Group meeting.
3.4: General/Meetings
Garngad Irish Heritage Group will meet Monthly at a pre-arranged time and venue. All competent business will be discussed as per the agenda and The Chairman, Vice-Chair or a Management Committee member is required to chair the meeting as per the agenda prepared in advance. All business shall be decided by a simple majority of member votes.
Garngad Irish Heritage Group will also have an open Annual General Meeting at least once a year - with the necessary notice time and agenda given - where an annual review will take place. The General Meeting shall not go ahead unless a quorum of members is present – one third of membership represents a quorum. The Minute Secretary will take minutes of all meetings. All Minutes of previous meetings must be discussed and agreed upon at subsequent meetings
3.5: Correspondence
No individual should make correspondence (electronically, verbally or in writing) with any other group, individual or organisation on behalf of GIHG (either electronically, verbally or in writing) without the prior consent from and knowledge of GIHG Management Committee; failure to seek such consent can make such correspondence null and void.
4. FINANCES
Garngad Irish Heritage Group will operate a bank account and all money belonging to the organisation will be paid into said account. Two signatories (Management Committee Members, including The Treasurer) are required for any given financial dealings.
The Treasurer shall be responsible for maintaining appropriate records and books of accounts. These shall be presented to the membership at the Annual General Meeting or on demand where deemed necessary. The books should be approved by the Committee and a majority of the membership at the General Meeting at least once a year.
No individual has the right to sanction or purchase (by themselves or on behalf of any other member(s)) on behalf of or with the monies of GIHG without the prior consent and or knowledge of the Management Committee and Treasurer, who has the right to refuse the sanction, purchase or reimbursement of any expenses (particularly without authentic and official proof of purchase.)
5. MANAGEMENT COMMITTEE STRUCTURE
The Garngad Irish Heritage Group shall have no more than Seven Committee members at any given time. Individual responsibilities will be shared amongst all Management Committee members. All Management Committee members will have an equal status to individual Garngad Irish Heritage Group members and shall possess no additional voting rights or rights of veto. The following positions will be held within the Management Committee: Chair, Secretary and Treasurer and be in place at all times. Committee membership shall be reviewed on an on-going basis.
6. CONSTITUTION AMENDMENTS
This constitution may be amended by a member resolution passed at the General Meeting. All members of Garngad Irish Heritage Group are entitled to vote for a resolution with a two-thirds majority required to pass any given resolution.
7. CODE OF CONDUCT
A Code of Conduct shall be in place for Garngad Irish Heritage Group members during meetings, social events and all other organised activities under the name of Garngad Irish Heritage Group. This Code of Conduct governs all members and an appropriate level of attitudes and behaviour is expected at all times. Where a member is deemed to have behaved, through attitude or behaviour, inappropriately whilst representing the Garngad Irish Heritage Group then this matter will be discussed at the next available meeting. Where a member has seriously breached the Code of Conduct expected of members, the Committee and membership will vote on whether to expel the member. A two-thirds majority vote is required for member expulsion with the member in question unable to vote.
